For situations like the RAE it is important to be able to lock items so they can't change, move or disappear for a certain amount of time.

This is not locked-for-10-minutes. This is locked so people can't modify or delete it because it's required for our REF return.

I've got a lesser but related feature request for/from eprints.soton to just add a warning to the record using a flag, rather than prevent edits entirely.
