Plugin option to request additional XML phrase file

Description

This option would allow 3rd party modules to specify that they have their own XML phrase file so that they can be shipped neatly.

Also consider static files for the plugin. Maybe plugins can have a resources dir?

static files installed in, say:

 http://xxx/plugin_resources/Component/Foo/footle.js
