I also think that at the stage of depositing "formats" [which should not be "formats" but "document format (html, pdf, etc.)"] the options should read:
"Access Open to Anyone Webwide" (Here I would just suggest following it with Open Access? in parens) "Access Restricted to [Institution/Department/Group?]" add: "Webwide users will be able to email requests for eprint to author" "Access Restricted to Archive Staff" add: Webwide users will be able to email requests for eprint to author"
