viewintro_<viewid> phrases not working properly

Description

viewintro_<viewid> will replace the generic 'select an item to browse on from the list below' text on the first level of a browse view. If I set the phrase and then remove the file from the webserver, it works fine. If I run generate views, the generic phrase is inserted.
